I went back and took a look at my bios, turns out I was really out of date. Cannot boot PC after installing new power supply and graphics card. they can both run at x16. Installed New Gpu Black Screen I returned the first one to the store where I got it - They tested it and it worked fine.

If you haven't tested each card (and possibly each of the PCI-E slots) separately, with the 260 in uninstall the driver and shutdown and switch the cards.
