IE9 "Add-ons Are Currently Disabled" Why?

Note the multiple indications that add-ons are currently disabled. There's clearly some dev or programme manager at microsoft that thinks the notification bar is the Best Feature In The World.

I suppose we have to follow the general rule that when installing a new program, ALL programs should be terminated. I'm not sure if the Windows Defender idea would have helped me in this case. I've left it for 10 minutes... It really is the worst piece of pointless nannyware I've ever seen. Win 7 Pro actively updated.
